Looking for a few big host

I need some dedicated windows servers.I am looking to start with 10-20 boxes depending on your setup.
Would prefer to have them around 3-4 providers As I need a min of 30 ips per box all boxes not on the same class C's
i am a Can Spam compliant mailer.I am 100% legal mailing with valid froms,valid automated removes,bounce catchers etc.I dont mail meds,porn are any of that mess.

I will also need one linux box with prefered cpanel to host my froms.
