For becoming a Reseller, you will have to purchase a hosting plan from the Hosting provider and then divide that plan into small Shared packages which can be reselled further to your end user. And in the case of reselling domains and web hosting, you continue to earn commissions on customers' repeat purchases for life. So while affiliate programs are free, you can earn a lot more in the long-run as a reseller.
Besides, you should be 100% sure in reliability of the web hosting provider you are going to deal with.. whether it will be an affiliate program or reseller hosting account.
