I have merged a couple of Facebook pages in the past. You will see the Merge option while going into the edit section of your page only when :-
1. Both of your page's names are same
2. You are manager of both of the pages So first make it sure that the names of both of the pages are same and also you are manager of both of them. After that, you will be able to merge them.
