I think it's always best to look at online reviews. Obviously you can't be sure they're 100% accurate, but you get a general idea.

What's the purpose of this server? Will it need to be inside China mainland? Or other places can be fine, such as Taiwan, Hongkong, Vietnam, Singapore?

This site looks much too amateurish and the whois data indicates no more than 1 year presence online. I'd never go with this company.
To be more free in china regioon you may get a server from santrex.net, who also have location there and host whatever you like, as these servers are offshore.
