Cheap is not always better - Sometime reliability is more important. Searching in Google will reveal a ton of info on this subject though...
it is good to host at a cheap web hosting, but we need to look a trusted company, may be their quality will be low than trusted company, beware and take a backup at cheap web hosting companies
