Generally, I use the photoshop first. In the PhotoShop, I do the site layout first and then I move into the Dreamweaver with that saved HTML file from the PhotoShop.

Dreamweaver is nice software, for sure, but if you're use to doing your web development in notepad then it can be a shock to move to Dreamweaver.
