What is the difference between relevant and irrelevant links? It is there a way to distinguish relevant links from the crappy links? My site has no content on it. I have more than 500 pages linking to it from my forums signatur.

Relevant links are those which relates with your business keyword and has anchor text that matches with your product or service keyword while irrelevant links are those which are coming from the websites which content doesn't match with your business but yes it could be come from the high authority sites like government or educational sites.
both relevant and irrelevant links improve website ranking but relevant links improve faster.

Relevancy is the most important in SEO to get better results for the site. Whether it is relevancy of the links, or the relevancy of the content. If you have security products related site and you have your link at Mobile Manufacturer related site then it will be negative impact for your site. And this thing can be harmful for your site results and site might get negative impression in the eye of search engine.
As mentioned by the above posters, relevant links tend to aid a site get up the ranking and gain visibility faster where as the irrelevant also do help to an extent, but not entirely.
Relevant (contextual) links are the links that come from other websites in your niche.
E.g. If your website is about weight loss, it would be a relevant link from a site about fitness or diet.
Relevant links are used to increase relevant traffic and also improve the search engine ranking but an irrelevant link does not effect in search engine ranking just provide the unnecessary traffic and which don’t provide any help improving traffic.
Example you have a coupon site:
A relevant link would be on another coupon site.
An irrelevant would be placing links to a site that is dedicating is saving an endangered species of animals.
Relevant links is important when you want to rank high in search engines. And irrelevant is, not beneficial....
As I know Relevant links are the links that come in from other websites in your niche.
Eg. If your website is regarding weight loss, a relevant link would be from a site regarding fitness or dieting. An irrelevant link would be a link from hunting that doesn't match well with your niche.

Relevant links help to promote a site and improve the visibility. If link is relevant to our site, It will get more traffic instead of irrelevant links. Irrelevant links doesn't related to site.
Relevant links are those that are related to your website, Irrelevant links are those that don’t belong to your niche market.
