It depends on the site but I usually it's 1-3.
Well It depends on your services, Its preferable that try to target 3-4 keywords on your home page and 1-2 keyword for internal pages. You can form a long tail for articles and blogs.

According to me 3 to 5 target keyword is enough forevery page of any site but selection of your target keywords should be right so that you can get better results.

I usually start by targeting 3 phrases per page and then in time see how many it is effective for. Often you have one longer phrase that is made up of shorter phrases so it can be easy to target on the same page (ie tuxedos, tuxedos for hire, tuxedos for hire houston). Any more than 3 and I have trouble creating an effective TITLE.
If it's a very competitive topic on the net, I start targeting moderately popular or more specialised phrases (ie pink tuxedos, pink tuxedos for hire, pink tuxedos for hire south houston) and if I find we do well for them I may shoot for the more popular phrases as well.

A site can come up on google results for many keywords. So there is no limit for that. If you are planning on targeting multiple keywords then you should try combinations. A mixture of multiple keywords then you can rank for those sub keywords as well.
If you have time you can optimize for all those keywords but many dont have that time or wealth then they limit to 2 or 3 keyword per page or site.

Well, I`m targeting 1 keyword per site. Anyway, when you take a look at your webmaster tools you will see ranking for dozen other keywords that will bring you SE traffic. Many webmasters are going for 1-3-5 but I think that 1 is best as you will optimize whole site for one specific keyword...
