The core difference between them is the tasks they do; Web designer mainly focus on the design, web developer focus on the functionality of the website. the web developer may not have any designing skills, coz he doesn't care about how the website look, but how it 'acts'

This is a brilliant list! I use a great web design company (Moonrise Design) that has a team of experts that handle everything from the ground up. They weave social media elements into all the key pages and all the SEO related HTML elements are perfect from the get-go. The problem is that nothing they do is really FREE at all and quite often I don't have a budget for a site I'm working on and this list is like a holy grail of greatness.

Dreamweaver is an excellent program but expect to pay about $400. If you want to just start practicing your graphic abilities I would recommend downloading a free program called Gimp. It is essentially a Photoshop knock-off but it is very strong, and the best part free.

* be sure to include all important elements that will be used (logo, navigation, content placement, images/video placement, login box, search, breadcrumbs, etc)
* reference the flowchart which you created in Stage 1
