Whereas VPS is used mostly when you have a website that have moderate traffic, online connectivity, enough data on website, etc.
It is the same difference as between a dedicated server and usual shared hosting. With a VPS, you receive all the power of dedicated hosting with the ability to have your own set of services and customizable disk space.
VPS is your own server with root access. You can host anything on it as it's your server. You can have any applications, software. You will have the bandwidth, resources, inode only for your service, it won't get shared with any other server. You will get dedicated resources for your service on VPS. You can manage the server in your way.
Server will have good up-time and security measures if you will manage it from your end as there won't be interfere of other service. You will have root SSH access too.
If you have small site with just one to three pages with low resource, disk space, bandwidth usage then go with the shared hosing service. Shared hosting service will be totally manged by the hosting provider. You will not have the root access, there will be limited access for all feature on the shared hosting server.
VPS is recommended for the applications which needs more resources, bandwidth, disk space etc. You should have good knowledge of the server management if you have your own VPS.
