    Both are tags which is used to tell crawler to not crawl a webpage or to not index the webpage in google database. But its not so much effective, so use robots.txt file if you do not want to index or crawl your webpage.

    No-Follow refers that the Google crawler never read that link and Noindex means that it is never been index by the Google because the link follow noindex attributes in robots.txt file.

    noindex, nofollow: Means crawler should not index it or not follow it. It's not a good thing for a crawler or SEO.
