Both are tags which is used to tell crawler to not crawl a webpage or to not index the webpage in google database. But its not so much effective, so use robots.txt file if you do not want to index or crawl your webpage.

In a nutshell. You can use a special HTML <META> tag to tell robots not to index the content of a page, and/or not scan it for links to follow. For example: <html> <head> <title>...</title> <META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW"> </head>

No-Follow refers that the Google crawler never read that link and Noindex means that it is never been index by the Google because the link follow noindex attributes in robots.txt file.

No-Follow is refers to Search Engine crawler not to follow the links on site and No-Index indicates not to follow the page to be indexed in their database.

noindex, nofollow: Means crawler should not index it or not follow it. It's not a good thing for a crawler or SEO.
