Through CTR we have to set cost that we want to pay for hit our website.

Typical CTR for Google's display ads depends on relevance, also, something many overlook is the "Latent" click. This is the visit after thay have seen the ad, CTR on display ads is low but the latent click ( someone saw the ad but did not click, yet within a certain time visited the site) this is what you would want to look at.
