Sites that dynamically serve all devices on the same set of URLs, but each URL serves different HTML (and CSS) depending on whether the user agent is a desktop or a mobile device

Google recommends responsive website but it don’t have a preferred method all you need to provide a better interface to mobile visitors.
You can have either a separate mobile website (mapped with desktop website) or a responsive website, Google recommend responsive because it is easy and need less effort.
