    Here is the way to deal with link penalties

    1. Identify your bad links.
    2. Search for the contact information of the website you have the link on.
    3. Contact the webmaster asking him to remove the link.
    4. Disavow the links and upload the file to Google.

    The first and foremost thing is to review your backlinks, you can use Google Search Console for this purpose. Try to identify which links are unnatural and unauthentic, then make a list of those links. After completing the identification you need to try to remove them manually, if not possible then use Google disavow tool. Google takes some times to restore the ranking so you have to be patient for this as well.
