    In a Webmaster Hangout, Google’s John Mueller stated in clear terms that the “vast majority of sites” do not need to use the disavow tool. He noted that Google actually hides the tool and makes it hard to find in Google’s Search Console on purpose. The reason is because the tool is primarily useful if you know the links are bad because you or your SEO are responsible for the bad links.

    Yes. You don’t need them.

    There is a case when bad links can't harm you, but it doesn't do you any good, too. But, in case when some bad website (low quality, bad reputation, spam..to many nofollow links) links to you, you should stop it. That could harm you and decrease your value in Google’s eyes.

    So, check your website from time to time and get rid of them.

    Yes if you have a pattern of backlinks that match one of Google’s Link Schemes. But I don’t think it’s necessary to be overly obsessed with the perfect backlink profile otherwise. It’s a natural part of the web to have noisy low-quality links.
