Normally we target one primary keyword and multiple secondary keywords (related) on a single page. So you can target multiple keywords if they are relevant.

If you are talking about meta keywords tag, I want to add one thing they are not used by Google and other major search engines anymore.

There are no definite limits to the use of keywords on one page. But to measure the effectiveness of using keywords, you can measure it by calculating the keyword density. In general, the amount of keyword density ranges from 2% -3%.

A keyword can be just a single word, but it can also be a phrase or combination of 2+ words. Choosing keywords is an essential stage in the SEO process. Select the wrong ones and, regardless of what you do in terms of on-site optimisation and off-site optimisation, you may never see a return on your investment in SEO.
