its very difficult. however if your website is education related then you have some chance with the .edu zone. likewise any government website will find it comparatively easier to obtain Backlinks from .gov websites. but still if you want to try then add some content inside your website which such websites may find it worthwhile to link to you. you would need to email them most likely after you insert such content in your website.
