I would suggest the user to first review some forms for the good reviews before buying the hosting service. And user can ask some suggestions so it will be easy to choose the perfect plan or server.

Theses issues are the general issues that can be faced with some hosts, however, I don't think that you can say it is something a new user faces. New user usually doesn't know what to do and where to get the features he need, so he faces problems with the UI in general. Lack of tutorials and support is the worst thing then. So what the new user actually needs is support.
