Despite what some of the answers have said, it simply means that Google went in and made a bunch of changes to various parts of their main system, with the sole aim of making results more accurate.
There was no “anti-spam” or “over optimised” or “devaluing of negatives” etc.
SEM is a more expansive term than SEO and describes all strategies ensuring your website ranks well in search engine rankings and increases the number of site visitors. By extension, SEM can include social media optimization (SMO) and social media marketing (SMM).
Core updates are “broad” in the sense that they don't target anything specific. Rather, they're designed to improve Google's systems overall. Pages that drop in rankings aren't being penalized; they're being reassessed against other web content that has been published since the last update.

In October 2019, Google announced that Broad Core Update shall become more frequent since 2020. It is basically an important update which can directly impact search visibility and rankings to a number of websites. Each time such an update is rolled out, (one in Nov 2019 and one in Jan 2020) Google updates rankings on websites based on its fundamental rule, i.e. E-A-T (Expertise, Authoritativeness, and Trustworthiness).
I don't think this Google algorithm update was for website especially.
Unlike the core update, the Broad Core Algorithm Update happens only a few times a year and can make significant changes in the search results for users. It is more focused on improving the search quality by giving users better search results.
