It is not possible to construct a confidence interval within which an examinee's true score is absolutely certain to lie.

    The standard error of measurement is a function of both the standard deviation of observed scores and the reliability of the test. When the test is perfectly reliable, the standard error of measurement equals 0.

He can be about 99% (or ±3 SEMs) certainthat his true score falls between 19 and 31.

    The SEM quantifies how far your estimate of the mean is likely to be from the true population mean. So smaller means more precise / accurate. In that sense, SEM=1.5 indicates that your sample mean is a more accurate estimate of the population mean than if SEM was 3.5.
