Google doesn’t let people know what the factors in which differentiate the websites, however a combination of testing and experience a good SEO consultantknows what are those important factors. For example some important ranking factors are

    -Keyword usage

    -Site speed
    -Time spent on site
    -Number of inbound links
    -Quality of inbound links
The rankings given to websites are fully differentiate by the outcome of the algorithm. Website ranked in 1st in the search result is that website which the algorithm has given the best score. Website ranking is a complex subject and how Google ranks websites and pages is determined by hundreds of inter-connected factors. The websites that Google ranks on the 1st page of of its search results for any given search term are the ones that they consider to be the most relevant and useful. They determine which websites are the most useful and relevant by using a complex algorithm (mathematical process) which takes into account 200+ factors.
For example, most SEOs would agree that the following are all important ranking factors:

    1.Keyword usage
    2.Site structure
    3.Site speed
    4.Time spent on site
    5.Number of inbound links
    6.Quality of inbound links
    7.Mobile usability

Google ranking systems are designed to do just that: sort through hundreds of billions of webpages in our Search index to find the most relevant, useful results in a fraction of a second, and present them in a way that helps you find what you're looking for.

In fact, Google's recent “How Search Works” report states: “We look for sites that many users seem to value for similar queries.”.

These ranking systems are made up of not one, but a whole series of algorithms. To give you the most useful information, Search algorithms look at many factors, including the words of your query, relevance, and usability of pages, the expertise of sources, and your location and settings. The weight applied to each factor varies depending on the nature of your query—for example, the freshness of the content plays a bigger role in answering queries about current news topics than it does about dictionary definitions.

PageRank is a calculation that values websites based on the quality and quantity of links to a webpage, prescribing a rank number as a result. When a site links your website on their page, Google sees that as an endorsement of authority and quality of your website, thus giving you a higher rank for that given search.

In SEO, ranking refers to your content’s position on the search engine results pages (SERPs). A #1 ranking means that when people search for a particular term, your web page is the first result (apart from promoted results, featured snippets, and answer boxes, which we’ll talk about later in this guide).

Google uses automated programs called spiders or crawlers, just like most search engines, to help generate its search results. Google has a large index of keywords that help determine search results. ... Google uses a trademarked algorithm called PageRank, which assigns each Web page a relevancy score.
