Wordpress.org is free but has "wordpress" in the domain name. Wordpress.com is paid only and doesn't have "wordpress" in the domain.

If you get the software from wordpress.org then yes it is free but you need proper knowledge as to how to host it on your own server.

They have great uptime, speed, bandwidth performance, and their starting plans are at competitive prices. So, going ahead, decide based on your knowledge about the platform and hosting.
