    Linking to the same page twice on one page will not pass the anchor text relevance more than once. While some disagree, additional links do not appear to pass additional PR either. (http://www.seomoz.org/blog/results-o...or-text-counts) Also note that an image link does not (as of a 2010 test) "count" as the first link.

    For example, when you link once from the menu and once from the content, only the first link that Google reads will be counted for anchor text. Note that "first" refers to the location in the code, and not the visual location of the links, that matters.

    There are a few ways to deal with this:

    Link to pages that are not linked to elsewhere on the page. This is also a good idea if you are having a hard time getting some pages indexed.
    Optimize your menu anchor text.
    Build your code in such a way that the content comes before the menu.

This is just my opinion.

    First Link Priority deals more specifically with internal linking. You may not think that First Link Priority is a huge deal, but you may want to reconsider if you have a number of images that link to internal pages and text links with important anchor text somewhere below those images.
