Go to Performance -> General Settings.
You will see a few options under this heading.
In the Minify mode option, choose Manual, and then click Save all settings button.
At this point, you must fetch all the JS and CSS scripts causing render-blocking.

I use plugins to do this. Suuure, you can write the code and pl;ace it in footers and all, but - most will use plugins.

W3 total cache works fine, but complicated a it. Auto-optimize works fine. Simple on/off radio switchs, and they’ll show you the basic improvements. Dig into the advanced section and you can then jiggle your css and js sections to get to perfect for your build.

Thats the simplest method, other question responder gave you the ‘lets code this Bee-atch’ answer. Both work.

Whatever plugin or software you use, if they have given the render-blocking issue on your website they must suggest how to solve the issue and on which URLs the issue occurs.

To reduce the number of render-blocking scripts on your site, you'll need to follow a few best practices:
'Minify' your JavaScript and CSS. This means removing all extra whitespace and unnecessary comments in the code.
Concatenate your JavaScript and CSS. ...
    Defer the loading of JavaScript.
