What is Google AdWords Double Serving Policy?
This policy, known as “double serving,” prevents multiple ads from the same or commonly-owned company from appearing on the same search results page. To comply with this policy, advertisers should avoid running ads from different accounts on the same or similar keywords that point to the same or similar websites.
Now you can connect up to five AdWords accounts to one email. The option to add additional accounts can be accessed through the 'Manage AdWords accounts' screen in the main menu.

This policy has now been renamed as ‘Unfair Advantage’.
Essentially the idea is to open multiple Google Ads accounts so that you can have more then 1 ad listing for a certain keyword in the Search Engine Results Page. If you open 3 accounts and in each account bid on the same word, you could effectively own the top 3 results. This is not allowed and was previously known as ‘doubleserving’.
Google categorises this as ‘using the network to gain an unfair traffic advantage over other participants in the auction’. ‘promoting the same or similar content from multiple accounts on the same or similar queries, trying to show more than one ad at a time for your business, app or site’
