Here is what I found on Google: The disavow file lets you invalidate links on your domain. Using this method, you can disavow unwanted links that have come to breach Google's guidelines.

Google's Disavow Links Tool lets you tell Google to ignore specific backlinks for ranking purposes. Like a rel=”canonical” tag, a disavow file is a “strong suggestion rather than a directive.”

If you have a manual action against your site for unnatural links to your site, or if you think you're about to get such a manual action (because of paid links or other link schemes that violate our quality guidelines), you should try to remove the links from the other site to your site.

So you shouldn't disavow links indiscriminately. Like Google says, you could hurt your own SEO, and that's not what you want. Before you disavow, try manually requesting a removal of the link. The best way to go about this is to email the owner of the site.

Introduced in October of 2012, the disavow tool is Google's way of allowing you to ask Google not to count certain links that point to your site.

    Hello,

A disavow file is a list of various domains that are submitted to Google Though Search Console indicating that you want the backlinks ignored. By doing this, Google does not factor the poor links when calculating the site's authority. Note that the links should always be disavowed at the link level and not URL level.
