Both things are quite different, in terms of submission of the directory you need to put all details that belong to a website like a title, description, keywords, website link but in forum, you don't need to such details. Forum submission belongs to the question and answer basically.

A Directory Submission is a website that stores your website/blog's information like any telephone directory. It increases your ranking, domain authority and helps to generate more traffic hence improving search engine rankings.

A forum is a place where people usually share things in the form of text and links. Forum posting sites are more like an online discussion and you can put across your skills on any subject. Many people take part in this with their advice, suggestions, skills, and doubts.

According to Moz research, web directories and local citations still appear to be a small ranking factor – especially for local businesses. However, Google's John Mueller himself has said that directory links “generally” don't help with SEO.
