Yes, you can do this.
You need strong backend and architecture for your website. There are some paid tools which handle SEO of million pages.
But, you need to check them all.
You can check website errors in Google search console and screaming frog.
You need a big team for handling these million pages website.
You need to start with the technical audit.

No. As long as the content is original and caters to what visitors are looking for, there is no limit to the number of pages you can have on your website. Search engines won't penalise you for “too many pages” as long as they serve a purpose. The days of creating pages and pages of keyword-rich content are over.

5 or 6 pages usually isn't enough to make Google take notice, and 1 or 2 paragraphs per page is only the bare minimum.
