    Crawl demand is how much Google wants to crawl your pages. This is based on how popular your pages are and how stale the content is in the Google index. Crawl budget is “taking crawl rate and crawl demand together.” Google defines crawl budget as “the number of URLs Googlebot can and wants to crawl.”

Demand is determined by the popularity of your site and URLs and the staleness of the Google system's attempt to prevent URLs from becoming stale in the index. Even if you have more crawl rate left, if demand doesn't require more crawl, GoogleBot won't crawl.

Google might crawl 6 pages on your site each day, it might crawl 5,000 pages, it might even crawl 4,000,000 pages every single day.
