Server Response Time (SRT) is the amount of time between when a web client makes a request (e.g., clicking on a link or entering a URL into the address bar) and the server responds to that request.

Server response time is the amount of time required to load the HTML document of a website from a server so that the client can begin rendering the page. ... The response time of a server is typically measured with what is known as time to first byte (TTFB).

Google recommends you aim for a response time lower than 200 milliseconds. A 100ms TTFB is ideal, and everything over 500ms is an issue. It is important this time is consistent for all users.

At the command prompt, type ping, followed by your website's IP Address, followed by Enter or Return. E.g. “ping 78.31. 107.141”.
You see the time our server took to respond, 32 milliseconds.
To close the cmd window, type “exit”.

Server response time is simply the time it takes from when someone clicks on a link to your webpage and the time it takes for your server to start to send the page content back to your visitor.

Server response time is the time taken by a server to respond to the visitor’s request. TTFB refers to the time bracket during which the client sends the request and the client’s browser starts to render the requested web page.
