SEO involves many areas from content writing to technical optimizations and all that falls in-between. It's a full time gig, not one for just the weekends or as an employee's third responsibility.

Yes, SEO is a full-time job. Once you are finished optimizing your on-page, you need to proceed to off-page activities that involve lots and lots of link buildings, submissions that take up most of your time. Moreover, when you are creating content, it is important that you make quality content for your website which indeed takes time. So Yes SEO is not just a one-day process, it takes months.
