Make sure site is similar topic then check page rank. Even if site has no page rank it might drive traffic to your site.
Quality links are from websites that are related to your site and have links from other sites with same topics. They do not have hundreds of links from their site on each page. The less links to other sites they have on each page the better.

They also do not have a lot of links to other sites that have nothing to do with the topic of the site. If your talking about your website in signature even travel sites and forums about travel would be ok.
