If you want to optimise any website, then you should focus on on-page as well as off-page optimization. Both are necessary to optimise any website. We cannot say how many backlinks you need, but I would like to suggest to you that if you are going to optimise any website, then you need to focus on natural quality backlinks.

Just numbers won't work while you create links. Quality of the link also matters when you're aiming to rank in top 3.
