Generally, owners of websites or webmasters have the freedom to use as many keywords as they like. There is no apparent limit on this aspect of creating a website.

it will depend up hell lot of factors:

    Competition
    Page content
    Off page Strategies
    On Page Strategies

Generally 3-4 keywords is good enough, Because In SEO we have natural ranking factors where we get 30-40 percent of the traffic for the keywords which you are not targeting.

I think 3-4 keywords for the homepage and 1-2 keywords for the internal pages should be targeted. But its is not necessary, targeted keywords may vary due to the content and services of you site.

In my opinion the number of target keyword for every page must be around 3 to 5 so that you can get better results. your target keyword should be right and so that you can obviously get the desired and right results.

Go to Google keyword analysis and look for the best keywords and what could be the competition for that keyword. There is no such limit when it comes to using keywords.

Designers, writers, marketers, public relations professionals, journalists and publishers can use keyword research to find out what their readers and viewers really want. And this research can spark a thousand creative ideas.

Wordtracker has written a six-part series on keyword creativity, chronicling the challenges faced by young ambitious web designer Bob Arden.

There are no such restrictions. The thing is very simple; the more keyword you build the more you will be benefitted.

There is no restriction on the highest keyword quantity that can be targeted though it should be extremely lofty to complicate optimization process or the opposite.
