A VPS or Virtual Private Server is a section of a dedicated server using software. So, hosting companies take a dedicated server and by using software they split that server into lets say eight VPS servers. Each server acts on its own(depending on what software is used) so it's like it's own server but it's on shared hardware(cpu,memory, hd)

They are hard to compare because it really depends on what your needs are and who your providers are. If you are using a non-oversold VPS by a high quality host then you shouldn't really notice any differences to a low end dedicated box
