Image suddenly removed from Go0gle Images?

Does anyone know what will cause an image to be removed from Go0gle images? It just happened to one of my sites that was ranked high for a popular keyword. The image wasn't violating any copyright laws and was acquired through a public domain.

If an image is acquired through a public domain then the original person deletes it, is it still usable?

Any other ideas of what could have happened?

That's a really tough question. Base on my own experience when viewing images through Google images there are images that do not show and come back just after a few days. It may be exactly what happened to your image. To answer your question if an image is acquired trough the public domain it simply means that you can use it for any purpose. If the owner has deleted that particular image since you've already had a copy, I think it should still be usable.
