When it is consider as spamming in bookmarking? Is it ok to bookmark the pages of one site or it is already considere as spamming?

i actually got banned from digg recently for having multiple accounts even though one of them was a clients so they do take it seriously.
So now i make sure to hire someone different per client so that it doesn't happen again.
i have never spammed but it is so big now in social media that i believe the owners don't even know how to control it.

I just focus on forum posting as most social bookmarking sites are in English, but my site's language is Japanese, Chinese,...so they don't help much.

Backlink more that google pandas algorithm gives a Spamming.
