Link exchange is the procedure by which one site agrees to link to another site in return for a link back from that site.

For SEO point of view reciprocal link does not add any value because Google doesn't give any importance to those links. You should only go for that if they would draw traffic to your site.

Choosing a website with low PR cannot benefit you for doing a link exchange, It's useless to post a link on your site when it doesn't give you a lift.

A link exchange is a confederation of websites that operates similarly to a web ring. Webmasters register their web sites with a central organization, that runs the exchange, and in turn receive from the exchange HTML code which they insert into their web pages.
