Google never says for making links on .EDU & .GOV sites. Google check only quality of links, not counts the links.

yes, that's true google check only quality of links then how it consider which site will be top position? if it not consider counts the links.

I agree with the strategy you shown in the above post except ".EDU & .GOV Backlinks" . In recent google update they have clearly mention that the link buying is completely against the google guideline. if you are not following the guideline then your website get banned by google so i would like to suggest you to ignore the above link buying process and concentrate on natural link building services.
