    In your content, you can use a maximum of 3% of keywords. If you are using more than that then it is considered as keyword stuffing. Don't place keywords next to next or in the next line in your content.

    The question has received a lot of answers already and they are all correct. It is the practice of adding too many keywords or a same keyword too many times on a webpage/website in an attempt to rank for them in search engines.
