Link Pushing is the amount of link you have in your link profile , it creates link juice. Link Wheel is something different it means you connect your links one by one to each other. don't use these techniques so much as Google is not really interesting in such tricks at the current time

Where as LinkWheels, you'd creates the same third tier links to your second tier, yet your second tier are all interlinked. In essence filtering that PageRank one more layer to your money website.
