You need to have domain services first. Just make sure that domain and hosting services is under a single provider so it would be less painful when you contact support for some issues.

If you're looking for hosting you would need to know what you need to some extent. The amount of visitors you expect, what resources your website needs to run smoothly. Then choose an appropriate host that meets your demands. If you're just starting a shared hosting environment would be good, they're cheap and depending on the host you choose are pretty cheap.
