The only benefit of having a good PR is that you can submit to various web directories and can manage to get a page 1 listing under the parent categories ( if directory has arranged links according to PR )

SEO Content Creation is an important part of On page SEO. This is important because this is an area that Google is going to read the keywords on your site. Creating good content is essential for good ranking. Want to write the contents of what you do, appropriate keywords and locations serving. While Off Page SEO is the process of getting other sites link to yours. This can happen with link building, press releases, RSS feeds, Articles Submission. Social media is a new way to do this by creating pages that link to your site.

Something uploaded to your site's domain is measured on page. Onpage optimization will not assurance any top rating inside a search engine.

OnPage Optimization SEO refers to techniques used in your website. This includes updating of keywords and phrases and eliminating those that are no longer viable.Offpage optimization refers to techniques that are performed outside of your website and some forms of on-site maintenance. These include determining the ranking of your site in search engines and control over what your competitors are doing on their sites.

Onpage optimization is all about keywords research, updating keywords and phrases and meta tags and offpage optimization is all about link building like directory submission, articles, forums and blogs....

On page optimization all begins by understanding that each page of your website must be optimized not only the entire site. This means that each party must have its own unique title, description and keywords meta tags. Off Page SEO is the process of getting other sites link to yours. This can be done by strengthening the links, press releases, RSS feeds, Articles Submission.

    Onpage Or Offpage

Defined: On-page optimisation (on-page SEO) is what can be done on the pages of a website to maximise its performance in the search engines for target keywords related to the on-page content.

Always start with keyword selection, research and testing
    Meta Description tag
    ALT tags
    H1 tags
    URL structure
    Internal linking strategy
    Content
    Keyword density
Site maps, both XML and user facing
    Usability and accessibility
    Track target keywords
    Expect results in 6-12 months

Defined: Off-page optimisation (off-page SEO) is what can be done off the pages of a website to maximise its performance in the search engines for target keywords related to the on-page content and keywords in off-page direct-links.

    Off-Page SEO Checklist

Always start with keyword research, testing and selection
Use Keywords in link anchor text
Obtain links from high ranking publisher sites
One-way inbound links (not link exchange or reciprocal links)
Different keywords in your link-ads from the same site

Discontinue campaigns if ranking does not improve

Both of them are important. But if you have a good site you'd better concentrate on offpage optimization.
