    There are many tools and professional applications and newer ones are regularly being offered by the developers. You can visit sites such as Download which lists the top selling softwares regularly.

    I am still sticking to the two softwares of Microsoft Frontpage and Adobe Dreamweaver and they are great, if used in a combination way.

    I have to say I like using note pad too. I use Coffee Cup 2008 as well. The one thing to note about Dream Weaver is its not the best when it comes to search engine optimization and validation. In addition, when the software doesn't do what you want and you have to go back and fix it, it can be difficult because the extra non sense coding.
