Blog is a personal diary or online diary and forum is a discussion board for a particular topic.

According to me , Blog comment is the way if you read anonymous persons content and blog and if you like this and give good comments and feedback and forums is a discuss board where you can discuss about your problem get helps and solutions. but we can see these both things as SEO sense then it's called blog comment and forums to get link back and traffic.
