I've seen people doing social bookmarking, directories submission, buying and exchanging links and article submission. Which one do you guys think is the best method to achieve high PR and getting good traffic?

Yes but Social bookmarking and directory submission are old trends Now a days google updating algorithms and updates for depending upon content only , so focusing on content related posting Like article submission, blog creation, press release.
