Is Penguin 3.0 rollout complete?

I have recently read a post from Search Engine Land dated 4th Nov. According to this post, Penguin 3.0 is still rolling out. Is someone still experiencing fluctuations in keyword rankings? If yes, then kindly your suggestions. If not, then can we assume that Penguin 3.0 rollout is finally completed?
