The strategy of using longtail keywords to target local market definitely does work without any risk, but when you use a single longtail keywords massively targeting the same url, actually you are inviting googlebots to guess whether or not these links are natural. So always use variations also in long tail keywords because it is easy to use multiple variations in long tail keywords.

Long-tail keywords are longer and more specific keyword phrases that visitors are more likely to use when they're closer to a point-of-purchase or when they're using voice search. They're a little bit counter-intuitive, at first, but they can be hugely valuable if you know how to use them.

Long-tail SEO is a technique for generating high-value organic website traffic. It targets long-tail keywords, which are search terms that consist of three or more words. They also have a lower search volume and competition rate, as well as a higher conversion rate than short-tail keywords.

Long-tail keywords are search terms with relatively low search volume and competition levels. Also, long-tail terms tend to be longer in length (3+ words) than most other keyword types.
