You need to check it through webpage source and the domain. The relevancy and authority will help you to judge the backlink to be high quality or spam.

Check domain of backlinks whether the website have high pr or not, High pr sites are gives quality links.

Aherf use backlink checker tool in that you can check domain authority. Always put submission that website as compare to your website high domain authority.
