You will find that your website is no more found in search engine rankings. Also the search engine will not cache and index your website pages. You will also receive the penalty error message in webmaster tool.

If your site traffic is decreasing and your SERP is not on the same spot that means your site is penalized.

you can check it from google sandbox checker tool. and another way is to check your ranking position. If your ranking dincrease then your site may be banned.

First you will be warned when you breach the rules. You will get the notification in Google Webmaster also.

I think Google webmaster tool is the best tool for checking Our website is penalize or not.
